Just because I understand why someone who is destitute due to government policy might want to hurt that government doesn't mean that I would advise anyone to do so or that I would myself.

You're under the impression that this outlaws militias, or membership therein. It does not.

Nor does it prevent militia from training or demonstrating.

What they can't do is usurp law enforcement powers or engage in activity reserved for the national guard. Like rescue missions and firefighting.

Militias can organize train and even deploy in situations that call for it like defending your neighborhood from BLM/Antifa terrorists, for instance.

Anti terrorism laws prohibit militias from training for planned activities that would usurp a constitutionally elected government, or creating terrorist havoc on our streets.
