I don't know that stirring up a scandal is necessarily framing Trump for the hack, that the DNC was happy to claim was Russia. But Hillary certainly did claim that Trump was Putin's puppet during the campaign. So, I wouldn't doubt that exposing Trump as possibly working with Putin to use the hacked material isn't a fat stretch. But, even if true, it's not illegal.
