What laws did he break?
Felony tax fraud. Defrauding the government, in this case, to the tune of $400 million is a felony.

He also gives back his presidential salary to government departments.
While raking in millions from taking advantage of the presidency;
Trump's Golf Trips To Mar-a-Lago Cost County $13.8 Million
Trump businesses making millions from political and taxpayer spending
Trump Organization Reportedly Charged U.S Government Over $1.1 Million For Luxury Hotel Stays
I'm glad he's giving up his $400k a year check though. Good on you Don!

So following the tax code is now dodging taxes....
If the IRS had anything on Trump, they would have hung him a long time ago. Heck, they threw actor Wesley Snipes in jail and other celebs have been hit with all kinds of tax liens for non payment of taxes.

If Trump followed the law, why again has he been fighting with the IRS for a decade?

An audit often results in a difference of opinion between the filer and the IRS.
Taxpayers get audited all the time. Anyone with any lick of sense and the financial wherewithal would force the IRS to prove their assertion and fight the audit. If he did something illegal, then charges would have been filed.

"Fighting for a decade"? Really? The I.R.S.? Last I remember learning. The I.R.S. wasn't a government Institute. It was/is, a collection agency for the Federal Reserve. That is niether "Federal" or a "Reserve", nothing more than a "loan company". There where only three branches of the federal government last I heard, and the I.R.S. wasn't one of them. But yet?!? D.J. Trump still became "The President" of The U.S.A.! America! And being an American is awesome!
The I.R.S. is the most unlawful, anti American organization, next to the B.A.T.F.E.... A waste of "tax dollars". Both, need to be abolished.
Pelosi is not running for president.

60 plus % of Americans pay no Federal income tax.
I'm also aware those that earn below $15,000 a year don't pay any income taxes? Is this correct? This is miniscule income. Not comparable to a billionaire.

So what it sounds like you're saying, is that when you do your taxes every year, you claim no deductions at all? Am I understanding this right? You've never taken your taxes to an accountant, and just taken the number the IRS gives you at face value? No itemized deductions? No charitable deductions? No investment deductions? What about interest payments on property?
The President is gaming no one, he has accountants that go through the tax code and find that he can legally deduct. I imagine also at the start of the year they advise him on ways to invest and make charitable contributions in order to lessen his tax burden, I know mine do.
So since he's doing all of this within the bounds of the law, what exactly is the problem? Do you want a flat tax that everyone pays? I personally do, but I know that would hurt a lot of folks on fixed incomes as well, and may not be "fair" to those on the edge of poverty.
