They both sound shady. Tom's TTSA is of course financed partially by a loan from a hot dog stand which apparently has never sold a hot dog. Robert Sheaffer tried to do some diligence on that, which was apparently not welcome:

I mentioned the loan payment that To The Stars will make to Our Two Dogs from the money raised by selling shares, and it quickly became apparent that Tommasino was unhappy with this line of inquiry. "Dun and Bradstreet is garbage, everyone knows they are garbage." The other employee agrees, they are garbage. (Dun and Bradstreet is, of course, the largest and most respected source of business information in the United States and in many foreign countries, founded in 1841.)

Unlike TTSA's spooky bunch of misfits, Knapp can't hide behind security oaths to the US government either. Unless he wants to admit to something that he's been also hiding for a long time.
I'm pretty sure RB purchased a large cache of data from a Brazilian gov official. That's from my researcher friend in Brazil. Now was that a legal transaction? He said no, as much of the material was classified. But BAASS/AAWSAP was convincing in the day. That's the rumor.
I suppose the real question, is why a very toxic form of mind-virus evolved in American intelligence services, where they viewed promoting irrational thinking to be to their benefit...
