I'm not sure, but having worked in a Texas prison as a correctional officer I know that administrative segregation is very necessary for the safety of inmates and officers alike.

Trust me, prison gangs that meet the security threat group criteria need to be segregated. Unfortunately that means 23 and 1 single inmate lockdown. Even with those recreation cages they manage to get into other inmate's cells and fight or kill each other. Rape, murder, and extortion rates are way lower than they would be without ad seg.

The unit I worked did not have the toilets in them.

I agree these cages look similar to those from the prison system, but the ones in the unit I worked were not portable. They were permanently installed. Having never seen them outside of TDCJ I am not sure what to make of it.
