I'm not sure where you live, but the FBI completed their investigation and reported their conclusion that there was no noose or hate crime committed by 5:00 pm on June 23rd. This site shows that your post was made after 7:00 pm on June 24th.

Looks fairly noosey to my eye, the length of the knot portion relative to the rope diameter tell the tale.

Its a simple loop sliced into the end of the rope . Its diameter is larger for the length of the splice because it basically 2 ropes for that length woven together .
