Video showing Warlord RAZ handing out guns in the CHAZ

Ok I pulled this video clip from twitter and re uploaded to youtube to make it easier to watch.
In the video we see the so called warlord RAZ go to a car open a trunk with guns in it and hand them out .
It looks like he might be giving the kids guns to go on patrol.
Many rumors have been circulating that RAZ is acting as the new police in this area

Besides, in all the time I've practiced the second, I've had to pay fees and do paperwork to get guns... Nobody just hands them out in the streets where any criminal can get in line.
