I disagree with this, people aren't entitled to listen to anybody. If one wants to be heard, I suggest improving speech is the most efficient way to do so. Well, there's also charisma which enters in the equation.
Now, on the aspect of whether someone should listen to another is to be pondered carefully, as humans, while being generally predictible, can show unexpected behaviours, hence consequences of ignoring voices can be problematic for a society.
