It does also state that it has presented a list of the principals (2nd last sentence), even telling us they are identified, but there is only 1 identified requester (confirmed on document) on the list. Samantha Power.

Granted, it also states that the request was properly vetted by the NSA, per standard procedures, but I am guessin you really don't want us reading that line either.

I think this here is gonna be the problem. There's not gonna be any way to prove who leaked it. We know it was likely one of these people on the list. But you can't charge them all with leaking it, you have to know specifically who did it. If they all just stick together, no one is gonna get charged.

Right between the quotes you just gave is a sentence...

In this case, 16 authorized individuals requested unmaskings for /masked/ different NSA Intelligence reports for selected identified principals.

They then give a list of those who requested the unmaskings and when.

It's not random. The list of recipients most likely has offices which get a copy of any requests made, period.

I am guessing those offices are most of the blacked out ones.

It doesn't really change the fact that this is a the recipients list.
