Yeah, snicker all you want but this is the tech the military (US or others) might actually have developed. Maybe not this one but it's not inconceivable something like this could exist. Electron microscopes have been out since the 80s, so yes, I can see them developing a handheld device by now.

They always try to stay ahead of what the general population even thinks might be out there. That way no one plans for it's potential and attempts to develop counter measures. Do you really think in the past thirty years, all they developed are planes that go a little bit faster and have vertical take-offs?

I'm going to go all out conspiracy theorist and confess I always suspected the 2002 SARS and Ebola was stopped by the US military. Read the articles about SARS, no one knows exactly why it suddenly stopped. Some say it muted others say the protective measure taken worked (even though they were far less than what is being done now). Here Is one article:
