I highly doubt its about money. I'm thinking we don't need planes flying overhead for this recon anymore. Couple that with Ivan blocking areas, and we might as well stop them from flying over the US for recon.

I guess I never thought of it that way. Can you elaborate? I am curious because I believe one of the justifications for exiting the treaty was that the Russians were not using it for anything more than confirming launch targets.
