Bill Lee signed Executive Order 23 yesterday, April 2nd 2020.

Executive Order 23 is an amendment of paragraph 1 in EO 22 which 'urged' Tennesseans to '..stay at home, except for when engaging in Essential Activity or Essential Services..' to be superseded with '..all persons in Tennessee are required to stay at home, except for when engaging in Essential Activity or Essential Services..'

Tennessee Governor Bill Lee justified this new amendment by making a case that EO 22 was in danger of being ignored due to mobility data trending torwards 'pre-COVID-19 levels'.

The Governor's office made their case by disclosing that a trend was beginning to show that Tennesseans were moving around more freely and possibly not participating in the 'social distancing' that has been recommended by the CDC. Among sources cited during their ongoing investigation into the movements of Tennessee residents, the Governor's office disclosed that it was using traffic data from the Tennessee Department of Transportation as well as gps location tracking data from a company called 'Unacast'.

Local reporters Adrain Mojica and Caitlyn Shelton, Nashville WZTV Fox 17 describe the company in an online news article dated April 2nd, 2020 in the following, 'Unacast is a Norwegian company which tracks real time GPS data, publishing a map of the movements of people across the globe during a time where 'social distancing' has been urged by the Centers for Disease Control (CDC).'

According to Unacast data sources, they compile your real time location by utilizing beacons, sensors, gps data, point of sale information, and ad servers via mobile applications.

Tennessee Governor Bill Lee's office seems to have split from previous Tennessee Governor Bill Haslam's ideas on Civil Liberties and online privacy.

How long Tennessee Governor Bill Lee's office has been actively collecting and utilizing tracking data on Tennessee residents via foreign companies has not been disclosed.

If this is true it's a bad thing and we need to start being wary of government over-reach.

That said, I want a link showing they're using this tracking company. I read all the links posted but saw nothing of them using anything but traffic cameras. I want the beef. Where's the beef?

Gotcha. Where can I find something that says he is using Unicast with 100% certainty?

Edit* I want to know for a fact he's using a foreign company as opposed to cell phone provider information.

Yeah I don't know other than every news outlet from Clarksville to Chattanooga and Memphis to Bristol are reporting it's Unacast. They're not saying exclusively however are not saying any other means either.



A private company called UNICAST anonymously tracks cellphone use and based on their data, traffic is increasing to pre-COVID-19 levels after initially dropping.

Guidance from the state is being given to local law enforcement officials on how to deal with those refusing to follow COVID-19 related orders.

South Korea and Hong Kong put tracking devices on those who are positive. They can't leave the house for 14 days. Socialist countries have more authority over the citizens.

As of Thursday, state officials reported 2,845 COVID-19 cases, with 32 fatalities and 263 hospitalizations.

What did they do for the Flu several years ago , when it was 10x worse in Tennessee than those numbers ?
That is my question.

And here I was thinking it might be nice to go for a drive just to get out of my house and get away from everyone for a while.

Of course, not planning to get out of my car I'd still be socially distanced, but it would add to traffic patterns and idiots like this would conclude that I was not doing what I was supposed to like a good little comrade of the police state.

And obviously with every state park still open for hiking and fishing ... I might be heading out to do that with the weather improving.

Even after the stay at home order there are still people everywhere acting as if this was a day off work here in Nashville. Its weird driving by the big field testing station/ improvised hospital only to see parks and sidewalks full of people enjoying the day just around the corner. Even I`m tempted to go to Autozone for parts for antique cars or to the hardware store for some home projects.

I`ll say this though, i get the same feeling I got when watching the news coverage of the Las Vegas shooting, like this is a story I`m supposed to fall for but I dont have the means to prove it anyway other way. Like 9/11.

Yes. There are absolutely reverberations of 9/11 and to a degree LV shooting. Very disconcerting. I don’t like it much. While I do want people to be safe, it’s the f’ing Twilight Zone atm. Again. I don’t care for this. Nor do I care for the needless suffering. Botched response. Nor do I appreciate seeing the dazed panic behind every face.

Issuing "Stay at home Orders" for a population is one thing, but this is real example of over reach, and using a foreign country for the data collection to boot. This is where the people of Tennessee need to step up and ask questions about what the hell he's doing.

Well, I did some looking into it. At least the guy is honest about how he made his determination. Doesn't mean I like it though.

Anyways, the order expires on the 14th of this month. A mere ten days from now? What's the point?

Basically, the Tennessee government bought this data from this Unacast company.

Bill Lee says that they don't know why rural areas are ignoring requests to stay home.

Maybe because we're not a bunch of pansies and the rural areas are wide open. We're not all packed in like sardines.

He also says that they don't know why traffic has increased in the past few days.

Maybe because it's finally become nice outside the past few days?

You know what? If you're scared stay the f at home. Just because you think the world is ending, shoukdn't mean you get to impose on people who just eant to get on with life.

You're a bunch of Debbie Downers. Just because you're worried and panicky you want everyone else to worry and panic. Whatever.

And this "Flatten the curve" BS? Man, it should be more like "Stretch the curve."

That's really all this is doing. It's just prolonging this BS.

If you think people are going to get sick and die from leaving their homes than do us all a favor and stay holed up in your homes so that we can enjoy the roads being less congested, and not have to deal with your BS.

According to the logic of people who think the end of the world is nigh it won't matter anyways. I mean if we're all going to get sick and die that just Darwinism right? You guys can crawl out of your homes into a brand new world without us "ignorant" folks.

Also Unacast is a marketing group that moniters demographics for business. You sign your data away when you accept the terms and conditions of using your mobile devices and GPS devices, or even sites on the internet that require your location.
