Interesting, but it reminds me of the bobbing bird head.

I suppose that there must be some limit to how much water is absorbed before the system does not produce current.
If the absorbed water can be expelled by some means without requiring energy added, that would be great, but I have a feeling that it will require energy to 'dry' the nanowire film out.

I keep thinking that you can't get something for nothing.
in most cases I would think the wind and the sun would do enough of the drying to make it minimal at best that any "3rd party" energy would be needed (I say 3rd party because the sun and wind would both be outside sources of energy).

I could see how they could use the gravity of water falling captured by a Waka tower for drinking water could turn a small turbine and also produce electricity, or with solar panels, offshore wind, tidal, thermal, cow farts...
