I look at it as an information-dump after certain measures have been put in place to see how those accused react after hearing the news ie; see how they go about hanging themselves using all the rope they've previously gathered to date.

Either way, the 'timings' will coincide with November and getting maximum info to the public as close to that date as possible because folks have a habit of forgetting important things rather quickly - so in politics timing is everything.
