1.No, that law applies to domestic funding.
US Foreign policy is the President's purview and military aid ie. military decisions fall under the Commander in Chief as laid out in the Constitution.

But if you mean is investigating corruption committed by the previous Administration the duty of the President? Then yes. Also, it's in accordance with the Anti-Corruption treaty we have with Ukraine.

No, that law applies to domestic funding.

The President is charged with upholding the law, all laws. To violate, ignore, claim to above the law, or to defy the law, are all examples of violation of his oath, and of the duties of his office.
