Trotsky is alive. He is a professor at Carnegie Mellon University. Trotsky uses his position to suppress free science.

In particular he tries to harm Criminology by defaming its founder Cesare Lombroso.

He's claiming Mikhail Simkin is lashing out at his professor for feeling slighted at getting bad grades.

If you actually browse the site you can find out that Simkin has a PhD from Brown with a GPA 3.9/4.

Is this a riddle or something? Or possibly a coded message?

Not sure where you see the riddle. Just a metaphor. In case you did not understand the message does not imply that the real Trotsky came back from hell. There is a Trotskyite professor at Carnegie Mellon who put a picture of his idol on the top of his faculty webpage.

The Trotskyite works hard to prevent us from making America great again. He slanders scientific research which could help apprehend serial killers. This is not really surprising since his idol Trotsky was a serial killer himself. So he really likes them.

Interestingly, Trotsky sent his webpage with his attack on free science down the memory hole. Fortunately a WebArchive copy persists.
