I'm not sure there is any mechanism for the US military directly collecting taxes from a foreign power is ever mentioned in our Constitution.

The constitution doesn't mention it because there was never supposed to be a 'US military.' The National Guard is the mechanism we were to use to defend ourselves, it's the whole basis of the second-amendment. Here we are now though, a standing army and personal 'right' to firearms, as defined by the Supreme Court.
