Hey, autogyro is probably about 10% the cost or less than that of a small helicopter or Predator-style UAV in maintenance and purchase cost. And it
would do essentially the same job for scouting at the ground unit level, with no opportunity to be jammed. You could maintain it with the same
motorpool guys that take care of trucks and jeeps, so you can take it with you anywhere without a lot of extra support or dragging avgas/jet fuels
around.
I don't think it's crazy. "Odd", yes, but just because the West does not adopt flying jeeps and prefers multimillion dollar vehicles for that role,
doesn't mean it won't work.
