Those who have the power, authority and responsibility to fix the problems but refuse to do so... and seemingly make sure no one else can.

So, for example, in Flint, Michigan, lead in the water became a problem (again) when city/state officials switched water sources, knew it was a problem, denied it was a problem, and refused to fix the problem. They had the power, authority and responsibility to maintain and operate safe water facilities for the community. Likewise for Chicago, Baltimore, and so on.

Another example, Kanye West was prepared to work through his charity to address the need for clean water, and all of a sudden he was blacklisted and pretty much kicked out of the charity he started.

There are many health risks associated with low income neighborhoods. Black people may experience it a lot but all other races do as well. I don't think blacks were targeted.

Targeted? Yes and no. There were plenty of codified laws and regulations which did in fact and in deed target Blacks and did in fact force them into these neighborhoods at one time. That's how they got there. So it does create somewhat unique circumstances to some extent. But you're right that anyone of any race in the same/similar circumstances -- regardless of how they got there -- will also be exposed.

In any event, there is absolutely no excuse for today's respective government officials and authorities ignoring and neglecting and refusing to do their jobs right.

Nor is there any acceptable reason for the rest of us to make excuses for the overpaid and over-pampered lying liar government officials taking our money and for a job they refuse to do which is harming and even killing people.

And do note that I originally responded directly to the OP who was claimed that no one wanted to talk about the black-on-Black violence, but has refused to respond to me when I did address it. No one who wants to gloat about dead Black people want to actually deal with the reasons why. It's just cheap political points. At best.
