No, he refused to answer that question.
He did say that Trump could be indicted after he leaves office, but he never said for what because he's not allowed to say because he never gave a reason in his report.
Rep. Buck: "Was there sufficient evidence to convict President Trump or anyone else with obstruction of justice?"
Mueller: "We did not make that calculation."
Buck: "How could you not have made the calculation?"
Mueller: "The Office of Legal Counsel indicates that we can not indict a sitting President. So one of the tools that a prosecutor should use is not there."
Buck: "Could you charge the president with a crime after he left office?"
Mueller: "Yes."
Buck:"You believe that you could charge the president of the United States with obstruction of justice after he left office?"
Mueller:"Yes."
Rep. Lieu: "The reason again that you did not indict Donald Trump is because of OLC opinion stating that you could not indict a sitting president, correct?"
