You are right in calling it a crime against humanity.
The problem is that 'they' control everything, from top to bottom.
The tentacles are everywhere, and any grassroots movement is soon infiltrated, and brought to it's knees by any unscrupulous method possible.
To me: the answer has to come from way outside of the box.
