It wouldn't really, neo Nazis in Germany still wear the swastika. The reasoning would be aimed at those groups. The Nazis were fond of using Norse/Germanic symbolism.

Before WWII, the 45th Infantry Division of the Oklahoma Army National Guard used the swastika as its emblem. Of course it was dropped eventually for obvious reasons. Wiki: “The division's original shoulder sleeve insignia, approved in August 1924, featured a swastika, a common Native American symbol, as a tribute to the Southwestern United States region which had a large population of Native Americans.”

Because if so, it essentially equates to burning books.

I think its about what the runes represent, not what any specifically say.

This is rooted in getting rid of the viking heritage I imagine.

Depends which way you look at it, the swastika was an imported symbol as much as religion and language were, as in it wasn't really. Where history is concerned we can't always solidify things as fact, the symbol or versions of it could've easily been developed independently from Asian influence. Plenty of evidence suggests it did...

When it comes to Northern Europe we can only rely on accounts by the likes of Romans or Greeks for written history, everything else is archeological work and guess work... Linking things and filling the gaps.

Anyways symbols mean different things to different people, I doubt they can ban runes as it would essentially be like banning the cross or the crescent moon... Hell they'd have to ban symbolism itself eventually.
