perhaps this is bit of cover story and what they are really doing is researching how to put monkey genes into humans masses to make them less intelligent and more like monkeys. More easily controllable.

The mass media doesn't need any help to control us, and destroy our intelligence....

You only need to look at the sort of stuff people write on Above Top Secret to figure out they don't need to add monkey genes into human masses to make them less intelligent.

Doesn't really work. Go too stupid and all you get are stupid people doing stupid #. Monkeys aren't docile either. So you'd end up with a bunch of idiot criminals running rampant throwing their own feces everywhere. Definitely not easily controllable. You need to find a nice docile obedient animal to splice us with.
