They don't have the ability to answer no. This isn't a request they consider. They are legally required to turn them over. Saying no, results in a contempt of congress charge and while they could take that, and then be pardoned by Trump, they can just charge them again. Or subpoena they next person in line.
What is Trump going to do? Pardon the entire IRS for committing felonies? Even if he does that, Congress has the authority to use the capitol police to go and physically seize the servers the data is on. If the House wants this information, there is not a single law that can prevent them from getting it. The only way to do so is through lawless actions... and if the President is willing to commit such lawless actions to hide evidence of other crimes he is suspected of committing, then what does that say about anyone who supports him?
