Trump can’t just demand his way into Congress to deliver the State of the Union, because the House and Senate have to pass a concurrent resolution for there to be a joint session of Congress where the event would take place

How? First the resolution passed because she invited him. So it was her, and her alone, who decided he cannot address and joint session of Congress but it is not her duty to do so.
