Our boys doing it with a C-130 because, well... we don't have much else.

Anyways - is there a better time than others to get shots of aircraft at Rainbow Canyon? During one of the exercises, or is it more a matter of being in the right place at the right time?
ETA: I ask as it is on my bucket list for my 2019 trip.

CONEX boxes are a cheap, easy, durable way to create structures for occupancy or training mock-ups. The train that's northwest of the 'village' is a line of CONEXes end to end.

There are several companies on federal contract that provide this sort of support to military and civil authorities.

It's pretty much right place right time. You MIGHT see an uptick during a Green Flag, but the Flag guys rarely run through there unless it's one of the foreign units getting low level training in.

In the UK there is RAF Spadeadam in Cumbria.

See link for mock airfield. Various aircraft are layed out as targets. These include at least one Russian Sukhoi Su-22 and some old Dassault Mysteres and T-33 Shooting Stars.
