Yes, but they have already co-opted the dissenters too with 'Project Bluebeam' which is an attempt to have it both ways: the 'aliens' are 'real' for the ancient aliens History channel crowd OR 'the Russians did it with their super microwave weaponry that the US is unable fight back against' (plenty of propaganda for alleged super- microwave weaponry to support this theory with US embassy 'microwave mind control weapons').
