As far as we know she's already dead. They probably figured out how to embalm her to still appear livid and installed a voice modulator so they can speak for her.

but more realistically I see them trying to bend (ok bend in comparison calling jello bending) the rules on fitness to do the job.
I see them wheeling her in in a wheelchair if she cannot walk and/or demanding she is fit enough to do her job remotely from a hosptial bed and skype.
