One can only come to a proper conclusion by asking the person and seeking his intent then checking the persons history.

Then a proper opinion can be formed.

If he was not gov. property then nothing would have been done about it.

Most companies would have likely taken the route that he done nothing conclusive but the forces hold their members to much higher standards.

Safe to say that it is not a normal way to relieve an itch.

Yes and so is the swastika misunderstood, just google the original meaning. However it now holds a completely different meaning. I'm not saying it is right one way or the other. I'm just stating that this is the way it is being perceived.
