I'm guessing they have war-on-terror funds available to disburse to allies and friends.

last few years anything war-on-terror probably gets approved

...and it took Trump's administration almost TWO YEARS to do this?

The President should've cut them off in his first series of Executive Orders.

Of course previous President's didn't have the guts to do this...Obama should've done it right after finding bin LAden on their soil.
