You mean Japanese seismologists release balloons before an earthquake, to alert the people.

One of them barely moves. Another moves in the opposite direction to the others.

I don't think they are balloons. Could be wrong of course.

Winds are erratic and could swirl; one balloon could go one way, another the other way, and another just sit there. I've seen two flags of flagpoles near each other blow in opposite directions, and quickly change direction.

I would agree but some of them pass each other at a different speed unless that are at very different altitudes..
