In this particular case (with out knowing anything about why the dead guy started shooting) the shooter was confronted and stopped from killing anyone. Like the Police chief said this, is about as good of an outcome as you can hope for.

No best scenario is he would have never been able to shoot someone in the first place. The logic amazes me it's like trying to say a pilot shouldn't have flown into the storm after a plane crash. It does nothing to prevent deaths but hind site is 20 20 right? I prefer solving a problem by preventing them not hope everything comes out ok in the end.
