I doubt it is any type of protective device, since you actually have to be "a President" (like Obama mused about Trump, before inserting foot in mouth...) to justify those kind of security measures.

Washed up, multiply failed candidates aren't worth the security investment Wasn't she elected dog catcher (or something) for NY State at one point though? Hmm, doesn't justify protection either.

Then again, perhaps President Clinton's protection somehow umbrellas out to her. Of course, armor of any type is relatively hot and easily concealed under a T-shirt so I find it unlikely she would wear the coat over top.

My bet? She's frail and sick, and gets cold rather easily (even in very comfortable 70 degree weather).
