According to this article, they popped the driver for obscured plate, unregistered vehicle (expired in 2016), and failure to show proof of current insurance.
According to this page, it appears that NJ treats resident and non-resident vehicles the same when it comes to requiring registration.

Ok so she mite be talking a little to much and fact is she could get a transcript of the stop .
But she also has the right to say what she thinks
Its not like the cops were even arresting them just citations more money to fill the cops coffers with .
get real long past due for a country wide licence and tags .
