It would get diluted by water and break down in sunlight. It's a type of organophosphate like the pesticides that they used on farms. Basically, bug spray designed for use on humans.

In essence, he was saying that even during the height of the Cold War, Russia was still part of the international community. Now though, owing to various sanctions over the last 15-20 years, Russia has been frozen out. This has resulted in the modern Russian intelligence service not playing by the same rules as the rest of the world. The "accepted norms" dont apply, giving rise to a rogue element.
If true, that is self created (Western world) nightmare scenario.
