But rules for other people. Surely by now you will admit he is profoundly engaged with his personality disorder, NPD, and that it's very prevalent in his behaviors. "Rules" are for other people, not for the narcissistic.
Ever been in line at a movie, and you see some people breaking in line? Going straight to ticket box? Those are the narcissists. Waiting in line is a rule for others, not for them. Being faithful in a marriage is for other people, not for them. Following the laws of the land, is for other's, etc. It is a profound sense of entitlement.
Additionally, during the campaign he said to someone at the rally about a heckler "if you punch him, I will pay your legal fees". So we also see a man who is accustomed to buying his way out of difficulties, or paying for his entitlement when charm fails him.
OCD? I would say no. OCD folks typically make good employees. They can't leave work for the day with unfinished tasks because it will drive them crazy when they get home, knowing they left something at work undone. And the task itself is typically done to perfection.
If you will look more closely at his actions, he doesn't seem to have a problem walking away from things that bore him, or leaving things 'undone".
He will make rules all day long. Just remember, they don't apply to him.

I know in the US where that kind of business transaction is generally classed as illegal, the authorities usually have another term they refer that kind of behavior to... but "cheating"... I don't know.
