The cap and trade model seems to have been effective in reducing sulpher dioxide emissions. Among other things, it led to improved technology while not resulting in increases in consumer costs.
Emissions targets are ridiculous. Either the market will reduce emissions because renewables are competitive enough,

I don't think that is fair to Phage. I believe he knows more than most here about the climate (if not all) and is someone I respect enough to listen to on this subject and many others. I do think that he, like everyone else including the top scientists in the world), is operating with incomplete knowledge and has maybe come to a conclusion without the full support of the data, but then we all have.
I would rather we all take a step back and accept this is not a settled science - but I don't think that is going to happen because the subject has been so politicised and what I think are bad actors have used the issue for gains that are really not linked to 'saving the planet'.

I'd say he has access to advisors and scientists that would provide him with more knowledge than the average Joe.

Well, to his credit, he did say that he wants to open up the debate and get more analysis done. That is correct in my view. Time will tell whether he lets the additional analysis and debate guide policy.

Water circulation in the gas filled clouds is moving accordingly based on this data we can see why there is climate change and will continue on as long as the Earth continues or the magnetic field stops moving.
