How can the guy who wrote it only BELIEVE it's 70-90% accurate? That's pretty funny. Plenty of folks BELIEVE a lot of things. Shouldnt he KNOW its accurate or not? And why put in the other 10-30% that he apparently BELIEVES is inaccurate? Just to throw some fun curveballs in?
Because it's an intel-report, the purpose of such is to gather a precis of what rumours are on the ground from various sources. By definition they should have curveballs and innacuracies within, with some form of qualifier claiming such claims are likely untrue but more evidence is required.
Dossiers and intel reports aren't meant to be court/legal documents that require cast iron proof. They're merely a report on what various sources claim to have happened - such intel has to be built upon before any action is/isn't taken.
