Well, as much as I don't believe that's what happened in any way, by paying someone else to deliver fake information provides a decent exit strategy and shirks culpability. If they made it up themselves, they would have to shoulder it.

Bannon has advised trump to start attacking Mueller.
This is step one.

Everyone with a conscious, which Muller lacks. He was the head of the frigging FBI DURING the U1 deal.
