ISIS-inspired is not the same as being an ISIS attack.

They don't hand out membership cards. There's no school to go to. You become ISIS by declaring yourself part of ISIS. It looks like this guy wanted to commit jihad. Whether he had ISIS tattood on him or wrote a note declaring "This is an ISIS attack" is kinda beside the point. Maybe he was inspired by one of the other groups. But it's becoming pretty clear his motive was Islamic terror.

We have multiple reports he was yelling "Allah Akbar" when he exited the truck.

Just as I make little distinction between thieves, I make little distinction between ISIS, Al Qaida, etc. Religious extremist terrorism is religious extremist terrorism. You kill it, not name it.

I'm not 100%, but I believe Sulphuric acid is sometimes supplied in polyethylene bottles (a kind of plastic). I imagine the type of plastic required for something like this would preclude its use as a paintball, but I am certainly no expert.

Full disclosure, this is information I gathered from a quick Google search and although it makes sense to me, it isn't necessarily accurate. There are many ways potential attackers could vector acid to their targets, including UAVs and the like.
