Trumps claim was that Obama ordered personal surveilance of him. Something that goes above and beyond wiretapping Trump tower. His claim was that Trump himself was the target and that Obama personally ordered it. Neither of which are true.

Trump took the claim, and massively overstated what was going on, probably because he himself didn't understand what was going on.
