If he thinks he can get away with a launch by surviving with his regime propped up by China, there is nothing stopping him, surely not the concern over his slave citizens.

His advisors might tell him what China wants but I think you'll find there's a bit more to it than that.
Your ignorance on this subject is remarkable.
You know what Kim wants more than anything is probably to maintain his current lifestyle, and starting a nuclear war is somewhat counter to that desire.

At this point, the closest they're going to get to American soil is Alaska or maybe Hawaii. And as you stated, ICBM, maybe, nuclear tipped not yet. They tried to land one in Japan's EEZ on July 4th during their last surprise test and couldn't even do that properly.
I'm far more scared o what Trump will do to prove he has a spine than I am of anything Lil Kim could try to do. All this talk of a decapitaion strike targeting nuclear capabilities in NK is essentially a guaranteed end to Seoul and its nearly 10 million inhabitanst considering they are in easy artillery range of N. Korea. No nukes needed to destroy the Souths capitol city.
