Well, sometimes, foreshock quakes don't have a normal aftershock sequence. This is not always the case though because there was a 7.6 forshock to the 9.1 in Japan that happened in 2011 had what looked like it was going to be a normal aftershock sequence before it quieted down, then that megatrust quake hit.

There are some areas which seem to not follow the regular aftershock sequence as a general rule, Chile and Peru for example; often times there mid sized to large quakes M5-M6 don't have the same aftershock sequence similar quakes have elsewhere; Greece/Turkey for example.

It struck at 1.31 am local time (10.31pm GMT)

Very strange that at the exact same moment, orbital magnetometer of GEOS-13 detected an important discontinuity. It happen often for big quakes.

Is there a way we can determine is this was a foreshock?

If you to go EMSC-CSEM, they are having/have had a multitude of aftershocks for the 6.7.

If this was a foreshock, could you imagine how bad the tsunami would be if they have a larger quake?

Could the solar flare have something to do with this?

Not until another larger quake happens in the same vicinity. At present, foreshocks can only be determined in retrospect.
