No, he did not find her shaking his hand second funny, he found the video where she is shown snubbing him and not shaking his hand funny, and admits he knows that's not what happened.

Cillizza later clarified — in a tweet with normal capitalization — what is actually happening in the video. “I think there probably wasn’t an intent,” he tweeted. “I think Trump was out of her line of sight.”
