I'm not a fan of CNN I can't even tell you the last time I watched them,however in the interest of objectivity I think outlining the difference here is pertinent....
It was someone on their twitter with CNN in the name, representing CNN. If and when CNN reprimands them for this, we can say CNN does not support it, but until they do he is acting as their agent.

It becomes fake news when the edit is done to create a fake narrative and make people believe something occurred that did not occur.

It becomes CNN pushing fake news when they retweet it with the intention of spreading the false narrative. Them creating it is irrelevant, they pushed it.

If I met you and your partner and I wasn't looking in your direction at the moment you shook my partners hand so I decided to shake your partners hand first, after which I shake your hand. Does that mean I rejected your hand shake ? Did you watch more than the 2 seconds the video goes on for ? And if someone captured "our" handshake on video but edited out the part where I shook your hand, then claimed I rejected to shake your hand. What would be your thoughts on that ? Further, if a journalist posted an edited video an commented oh my god like some kardashian that broke a nail, isn't that pushing a narrative ? OMG only implies shock at her passing over the President's handshake, which did occur.

What you are others, like the OP, are doing is creating your own idea of what Cillizza's intent was.

This is fake news in and of itself. CNN did not say or do as implied.
