I totally agree, people shouldn't be getting jail time for using if they don't commit any other crimes. i think a fine or maybe just probation is good enough for those just caught "using". As for people who "use" and then commit another more heinous crime then yes I think they should be made an example of, as with the scum of society who are pushing these poisons on people, knowing full and well what they are doing to these people.
