Or is that just the impression the Kremlin wants to create? An American President is under investigation for being a Russian pawn, so artificial tension might help deflect attention.

Don't you know even that? All Russian military planes fly from peterburg thru baltic not thru NATO airspace. Kaliningrad is still Russian territory.

It would send a routine cable to Moscow. It might not even be reported to the press. There certainly would not be a flood of American trolls trying to push the story on conspiracy websites.
