Science often does not know the deeper underlying physics. We can explore by changing values of known constants and looking for islands of stability
and how other values would be affected.
But we have progressed somewhat beyond the Newtonian models that seems to inform your objection.
Modern physical models that purport to explain those "underlying physics" are probabilistic & stochastic (of which quantum interpretations are prime
examples).
Physical properties do appear to be "chosen by lottery" .
