Not quite, In 2024 the budget for national defence should be at 2 percent of the GDP, so all members of NATO who are below that have about 6 years to raise their defence budget.
Hence, there is no question of failing NATO obligations.

Only 4 countries are meeting their 2% Charter obligation over the past 7 years, Germany is at a paltry 1.3%

You may want to check the date on your sources. The source you just used - 13:39, 3 SEP 2014Updated16:48, 3 SEP 2014.

Currently 5 of 28(soon to be 29) members are meeting the requirement. The US, UK, Poland, Greece and Estonia.

I beg to differ, it is due to her policies that Germany is doing so well, within and outside the EU.
Give it one more year and our buyingpower will be increased with about 30 to 40 percent

Trump already walked away and is attacking Germany because of their trade surpluss, he is going to do a lot of damage but it won't be the Germans who suffer.

That statement, although true... is misleading. Their defense spending is almost zero..... because Germany is filled with American bases and since WWII they have not needed to spend on their own protection

If the Germans were allowed to have a larger military, then weapons/military/armed vehicles/bombs/etc would equally be a larger portion of their exports as well.
