You can't deter suicide bombers with threats of jail, because they're already willing to give up their lives for their beliefs. So how do you stop them? If a would-be terrorist knew that he'd be putting his family in danger by joining ISIS, he/she might decide to stay at home and enjoy home-cooked meals, X-box, etc..

Is that a Father preparing his son to die for the cause?

We could even make a new Terrorist Version of the game for them.

Only one level. An entire city "sandboxed" so they can just wander around and choose any target they want.

But you only get one life, ever. After that the games is done forever and it just shows them sitting in a room with 72 virgins complaining that there isn't anything fun to do. And it says that way forever!!!
